Since completing tertiary education in Sydney, Phillip’s career has followed the road less travelled, mostly working in regional centres of the Northern Territory and Darwin. After teaching physical education for 9 years, Phillip’s career moved to government (NT Government) and the not-for-profit sector (Mission Australia and NT Christian Schools). Phillip held executive and CEO roles from 1999 until 2025.

Highlights include delivering sport development workshops in tertiary institutions and conferences across Asia, procuring, planning and delivering significant national and international events, leading the NT Department of Sport, Recreation and Racing as CEO and leading a significant division as Executive Director Community Participation, Sport and the Arts.  This included responsibility for diverse areas including NT Library, Archives, Heritage NT, Arts NT, Screen Territory and funding agreements for the NT Show Circuit in addition to Sport, Recreation and Events.  Phillip also held the role of Executive Director Governance and Finance for the Department of Industry, Tourism and Trade.

Phillip has attended Ministerial Council meetings in Australia and New Zealand, appeared before House of Representatives Inquiries and Public Accounts Committees.

Phillip has completed a Bachelor of Education (Physical Education) Graduate Diploma in Public Sector Executive Management, a Master of International Management and an Executive Fellowship at the Australian and New Zealand School of Government.  Phillip has been a board member of the Heart Foundation (NT) and co-chaired the national sport integrity program – Play by the Rules. Phillip has completed the AICD Company Directors Course and has an interest in how organisations in regional and remote Australia can grow, thrive and contribute to community life.

His most recent full time role was CEO of NT Christian Schools, with 7 schools, 300 staff headcount and an annual budget of circa $42 million. Phillip currently chairs the Non Government Schools Ministerial Advisory Council (NT).
